Foundation Phase Action Plan

9 November 2016 

On 7 November Alun Davies, Minister for Lifelong Learning and Welsh Language, and Kirsty Williams, the Cabinet Secretary for Education, jointly published the Foundation Phase Action Plan. The plan sets out the Welsh Government’s national approach to continuously improve the way in which the Foundation Phase is delivered in schools and funded settings in Wales. It aims to ensure that high-quality Foundation Phase education is delivered consistently across Wales. The plan contains:

• the background to why Welsh Government is publishing the plan
• how it will be taken forward as part of the development of the new curriculum arrangements for Wales
• high-level actions which will be required in four strategic areas to achieve the outcomes of the plan.

Foundation Phase Profile - changes to the full profile

The Foundation Phase Full Profile Form has been updated, due to some corrections made to area of learning score boundaries within the Full Profile, and further clarification of use of the ‘D’ Outcome.

These changes resolve an anomaly within the calculations used to derive these score boundaries.

Physical activity guidelines for early years

31 August 2016



Dr Frank Atherton, Wales’ Chief Medical Officer, is asking for support in sharing a new infographic about physical activity guidelines for under-fives, which was launched in July.

The graphic aims to help early years teachers, nursery schools, health visitors and doctors to talk about the importance of young children being active. 

The joint UK's Chief Medical Officers physical activity guidelines advise children under the age of five to be physically active for at least three hours every day.

SASS - log in failure

It has been noted that a number of settings are reporting issues with regards to log in failure.

CSSIW have advised that this may be caused by the system being a little slow which could be due to either software or age of the computer being used.

Current Hepatitis A Outbreak affecting Caerphilly CBC, Rhondda Cynon Taf CBC and Merthyr Tydfil CBC.

As hepatitis A is spread from person to person, the single most important thing people can do to prevent the virus spreading is to ensure they use good hand washing techniques after using the toilet.

Good hand-washing technique entails using liquid soap with hot and cold or appropriately mixed running water with effective hand drying facilities, preferably paper towels.

This information tells CSSIW about your service and the system you have for monitoring, reviewing and improving the quality of care given to children and is used to inform our inspection of your service.

First batch of new certificates for childcare providers issued

CSSIW logoFrom April 2016 the age range for registration of childcare and play in Wales was extended from 8 to 12 years. Soon you will receive your new certificate, which for day care and play providers will include the maximum children you are registered to care for. The requirement for a certificate of registration to contain the name of the Person in Charge (PIC) where one has been appointed has been removed. If your certificate is incorrect, please get in touch with your regional office immediately.

New Curriculum for Wales

Practitioner reading to childrenMinister for Education and Skills, Huw Lewis, has released a statement regarding the new curriculum. The ambition is that by 2021 settings and schools will be using the new curriculum to underpin teaching and learning for children and young people aged 3-16. Huw commented: “the new curriculum will mean a change of culture and a change of practice”.

Additional Learning Needs (ALN) and Education Tribunal (Wales) Bill Consultation

Huw LewisMinister for Education and Skills, Huw Lewis released a statement providing an update following consultation on the draft Additional Learning Needs and Education Tribunal (Wales) Bill.  A summary of responses will be published following the Assembly Elections. The responses are already being used to inform work to refine the Bill and further develop the ALN Code, implementation plan and wider comprehensive package of reforms.
