      Early Entitlement Places: Are Your Invoices Compliant with Government Guidance?

        In January 2021, the Local Government and Social Care Ombudsman ruled that a nursery chain in Leicestershire had been charging parents a ‘top-up fee’ and urged all Councils to have better oversight of nurseries offering free early years places. The Ombudsman’s investigation found Leicestershire County Council did not have sufficient oversight of the way the nursery charged parents when administering free early years places; failed to work with the nursery to ensure its invoices were clear, transparent and itemised and failed to identify the nursery’s charging policy did not comply with government guidance.
