The DfE has issued new guidance for Ofsted inspectors to use when inspecting safeguarding under the Common Inspection Framework.

The key changes/additions for the sector are:

  • Removal of disqualification by association 
  • Once appointed, consideration is given to their ongoing suitability in order to prevent the opportunity for harm to children or learners or place them at risk 
  • Staff are confident about what to do if a child reports that they have been sexually abused by another child 
  • Designated safeguarding leads are aware of local plans for the transition to new multi-agency safeguarding arrangements 
  • Staff are aware of the role of the designated safeguarding lead and the identity of any deputies 
  • Staff are alert to circumstances when a child may need early help 
  • Staff understand the importance of considering wider environmental factors that may be present in a child’s life that are a threat to their safety and/or welfare 
  • Child protection policy should cover procedures for minimising and dealing with peer on peer abuse

The Government has released new guidance on understanding and dealing with issues relating to parental responsibility. 

This guidance will help you to understand  obligations and duties in relation to the rights and responsibilities of parents, as recognised by education law.

Use the Government qualifications checker tool here to check staff have the correct qualifications for to count in EYFS staff:child ratios. There are two lists, pre and Post September 2014, so you will need to know the date of the qualification you are checking. 

To develop a ‘statement of comparability for the early years sector’ (SOCEYS) for people with an overseas qualifications you should use the UK NARIC website to apply for a statement (there is a charge for this service), work out if their qualification meets the necessary full and relevant criteria and work out which level in the EYFS staff:child ratios the qualification counts towards.

Updates include changing the use of the word investigation throughout the handbook, changes to the DBS referral process being online as well as planning a regulatory visit to highlight what must be covered in planning.

Liverpool John Moores University has developed a range of resources for the early years sector in Early Childhood Education for Sustainability:

  • A pedagogical toolkit
  • Setting implementation pack
  • Activity resources

The toolkit has EYFS embedded as well as the nine themes of Eco-School England, place-based learning and the three pillars of ESD. The toolkit also supports the fundamental British values.

Functional skills and model agreement announcements

The Childcare Minister Caroline Dinenage last week confirmed the return of functional skills for level three qualification requirements as part of new Early Years Workforce Strategy – and also launched the Department for Education’s (DfE) Model Agreement to local authorities for 30 hours. NDNA is delighted about functional skills – but warns the Model Agreement is unworkable.

Clarification on medicines in early years settings

6 October 2016

The DfE has clarified paragraph 3.45 of the EYFS relating to medicines in the early years.

It states that 'medicines must not usually be administered unless they have been prescribed'. Settings must not, as their usual practice, administer medicines without permission to do so.

The DfE will clarify this further in the next amendment of the EYFS.
