New Act for Childcare Offer for Wales to be administered nationally  

A new Bill paves the way for childcare funding to be administered nationally rather than at local authority level.

The Childcare Funding (Wales) Bill has been signed by the Queen and sealed by First Minister Mark Drakeford AM this week.

This means that Ministers will be able to start the process for a single, national application and eligibility checking system for parents across the country. 

Purnima Tanuku OBE, Chief Executive of NDNA, said: “We are very pleased that this Bill has enshrined these national principles as it will make life much easier for parents applying for the Childcare Offer for Wales. 

“It will also remove the administrative burden on local authorities which in turn should provide consistency for the sector. This is something which NDNA has fully supported.”

Sandra Welsby, NDNA’s National Manager for Wales provided evidence on the Childcare Funding (Wales) Bill to the National Assembly for Wales.  The Act will enable Welsh Ministers to gain access to relevant information held by other UK Government departments to make the process of determining eligibility much more efficient.

Sandra said: “As a key stakeholder, NDNA Cymru will be working closely with Ministers and civil servants to support this process and to represent the interests of private nurseries.” 

Legislators are now working to set out in detail the eligibility criteria for the Childcare Offer and specify the terms under which information will be shared between UK Government departments and the Welsh Ministers.
